Ms. Rivera is an experienced consultant specializing in strategic planning, leadership, conflict resolution and parliamentary procedure and works with many organizations and associations as a parliamentarian, professional presiding officer, trainer, facilitator and bylaws consultant. She enjoys presenting seminars and training sessions to the many organizations and newly elected officers requesting her services.
Ms. Rivera is an Administrative Law Judge for the Department of Corrections and Community Supervision in New York State. She currently serves as the Treasurer of the American College of Parliamentary Lawyers, as well as on the Board of Directors for the American Institute of Parliamentarians. She is a Professional Registered Parliamentarian with the National Association of Parliamentarians (NAP) and the President of the Parliamentarians of Metro New York Unit of NAP.
Throughout her 25 years of professional experience Carmen has led policy strategy discussions, providing thought leadership and recommendations on organizational policy positions and set expectations on impacts to the business. Worked with policy teams to draft position papers, briefing materials and related documents for publication. Accountable to ensure that organizational policies meet all regulatory and legal requirements as applicable, and that all risks are considered when writing policies.

Conduct strategic organizational reviews and advise leadership on decisions to restructure management roles and realign supporting organizational structures and workforce. Work alongside functional leaders to support implementation.
Advise clients on executive succession planning and leadership team reorganization. Conduct team building and leadership development programs. Design and manage planning processes to identify key strategic issues, opportunities and mobilize leadership team around plan of action.
